ZORA is operated with the open source software Eprints, developed at the University of Southhampton. Eprints is a free software package for building an open access repository that is compliant with the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH). Eprints is released under a GPL license.

The Open Archives Initative originated from a meeting in Santa Fe in October 1999 and is a center for technical and conceptual aspects of Open Access. The Open Archives Initative develops and promotes interoperability standards that aim to facilitate the efficient dissemination of content.
