New Open Access Policy of the Research Councils UK

As a reaction to the recently published Finch Report, the Research Councils UK (RCUK) just announced their new Open Access Policy.

The new policy will apply for publications being submitted for publication from 1 April 2013, and which result from research that is wholly or partially funded by the Research Councils. The two main changes will be the following:

  • Articles that are published with Open Access due to paid Article Processing Charges must be published under a Creative Commons BY licence.
With this point the RCUK adapts the change in the Wellcome Trusts Open Access policy regarding Creative Commons licences.
  • If articles are not published with Open Access, the journal must allow deposit of accepted manuscripts that include all changes resulting from peer review in other repositories. Research Councils will accept a delay of no more than six month between online publication and a research paper becoming Open Access.

The British Governments Department for Business Innovation and Skills also responded to the Finch Report and also the NZZ published an article regarding this latest news from UK.
